The headline: up to 80% or 90%, subject to conditions
Maroc PME’s published MOWAKABA digital transformation offer states support of up to 80% for SMEs and 90% for micro-enterprises (TPE) for eligible service costs. This is not a Solideno discount or automatic funding for every software project. The agency determines eligibility and accepted support.
Official sources were reviewed on 7 November 2026. We checked the rates on Maroc PME’s offer page. Whether applications are currently open, applicable caps and acceptance of a provider still need confirmation from the agency.
A national strategy is not a grant approval
Digital Morocco 2030 is a national digital transformation strategy. The ministry’s brochure covers the digitalisation of public services and development of the digital economy. It does not itself give every company an 80% grant.
MOWAKABA is a Maroc PME business-support programme with a digital transformation offer. The percentages in this guide come from that specific offer, not an automatic entitlement created by the national strategy. Other initiatives have their own beneficiaries, rules and application windows.
Which companies does the published offer target?
The official page identifies existing or start-up companies in industry or an industry-related activity. Its SME section specifies annual turnover between MAD 10 million and MAD 200 million. The broader TPME presentation specifies annual turnover at or below MAD 200 million.
The overall ceiling alone does not determine whether you qualify as a micro-enterprise. Ask Maroc PME to confirm your category, the turnover reference period and the applicable conditions. Construction, maintenance or logistics activities are not automatically eligible; the relationship to industry must be assessed. Support should not be advertised as available to every sector.
What digital work is mentioned?
The agency lists information systems, software solutions, e-commerce, cloud services, digital maturity audits, assistance selecting and implementing software, information-system security and digital marketing strategy.
A custom CRM, maintenance workflow or dashboard may address such needs, but this does not establish acceptance of every feature or expense. Separate discovery, design, licences, integrations, data migration, training and maintenance in the proposed scope. Ask which costs are accepted and what limitations apply.
Reading the percentages: an illustration, not a price
If the programme accepts MAD 50,000 in eligible costs, support at 80% would represent MAD 40,000, leaving MAD 10,000 on those costs. At 90%, it would represent MAD 45,000, leaving MAD 5,000. These figures are arithmetic examples, not Solideno prices, approved simulations or published caps.
Excluded costs, any caps, VAT treatment and payment arrangements can change your actual contribution. Do not assume advance payment or a reimbursement date: request written confirmation.
What to check before committing expenditure
- Describe the business problem, users, data and intended outcomes.
- Check current Maroc PME offers and calls; ask whether the relevant offer is accepting applications.
- Confirm your company category, activity and required evidence.
- Check provider requirements. The official page refers to qualified providers and the Skills Transfer Platform; do not assume any quote qualifies.
- Prepare an itemised scope and confirm the procedure and approval sequence before incurring costs.
- Keep the required records and clarify delivery, invoicing and evidence obligations.
This is a preparation checklist, not a substitute for the official call rules or document list.
Training support is separate
Special training contracts (CSF) are a different mechanism. Do not add support percentages together or fund the same expense twice without explicit approval. Training eligibility must be reviewed separately with the relevant body.
Solideno’s role and its limits
We can define your digital needs and prepare a clear, tailored proposal. We do not claim Maroc PME accreditation for Solideno without evidence of registration. Provider and application acceptance must be confirmed by the agency. We do not guarantee approval, funding amounts or processing times.
Discuss your project or explore our approach. Funding decisions remain with the programme, independently of your software choice.
